It works for me. I downloaded from your link, and then did the following:
gzip -d perl-5.14.2.tar.gz tar -tvf./perl-5.14.2.tar
I did not install since I already have 5.14.2, so I didn't check any checksums. But all seems correct. Maybe your gzip is corrupted.
