It seems the installation of MooseX::Daemonize fails, which is fairly unsurprising on Windows given this bug report (and the fact that fork() does not work identical to unixish systems on Windows.
I would investigate why Catalyst::Devel seems to think that Starman and MooSex::Daemonize are prerequisites, but maybe the Catalyst developers don't consider Windows a priority for them.
There are other web frameworks like Dancer. I think that Dancer works on Windows, at least it has more passing tests.
