Cracked it I think.
The documentation is misleading:
->storeNetblock([$t])

[download]
It doesn't mean pass an array - it means that $t is an optional argument.
This works for me:
 my $acl_tbl = {};
 $acl_block->storeNetblock($acl_tbl);
