You need to install apache2-threaded-dev like so: 
$ sudo apt-get install apache2-threaded-dev

... installs lots of deps ...

$ dpkg --listfiles apache2-threaded-dev | grep apxs
/usr/bin/apxs2
/usr/share/man/man8/apxs2.8.gz
