I see the parsing difficulty now, "what is needed to (do is to) create a new link shortcut" was not my meaning. I was hoping to ask "what actions are required to create a new shortcut? How are they defined, approved, etc. Where is the code?" I was curious as to what steps are necessary to create a new link shortcut.

I believe my question is answered further down, minus the implied questions of "what does shortcut code look like?" and "Is there a publicly accessible code repository for shortcuts and/or the perlmonks code base?" But with the addition of proof-of-concept code being written and submitted. Win!
