Let's see:

1. You're acting on the third column, not the second.
2. You never print the the modified column.
3. You actually never modify the line.
4. There's a comma after the file handle.
5. Your indentation is border line insane.

The latter really irks me. The least you can do when asking people for help is take a handful of seconds and indent your code in a reasonable way.
