I don't see anything obvious, and the Net::SMPP documentation is rather opaque to me. At this point, I'd suggest going through the test.pl script to see how they use submit_multi and compare it with what you have--at a glance, their usage looks different from theirs. Hopefully, one of the tests in test.pl will have an example that covers invalid addresses.
