Stuff the splitting and gluing. Just yank the whole thing using a regex:
my ($good_stuff) = $stuff =~ /^START$(.*?)^END$/ms;
Don't forget that a better place for the semicolon after EOF is on the first "here" line:
my $stuff = <<EOF;
