I've been running Perls on x86_64/Linux since the 5.10 era without any problems pertaining to bitness.

Upgrade to the most recent stable, which as of now is 5.14.2.

Your prebuilt options for Windows are ActiveState Perl, Strawberry Perl, DWIM Perl. Citrus Perl appears to be stuck on 5.12.
