A while back I'd talked to Randal about closures, and he told me that a closure needn't be a code reference:

leave out the word ANONYMOUS there.

ANONYMOUS and CLOSURE are orthogonal.

in "BEGIN { my $x; sub foo { ... $x ... } }", foo is a CLOSURE
and is not ANONYMOUS.
