I think you need to upgrade SOAP::Lite, see SOAP::Lite and SOAP-ENV and see Re: Suppressing nil attribute in empty SOAP tag

See this treasure trove of SOAP examples and and switch to SOAP::Simple/XML::Compile::SOAP
