Maybe you try Apache2::SOAP?
But you should study the examples like http://cpansearch.perl.org/src/MKUTTER/SOAP-Lite-0.714/examples/server/mod_soap.htaccess and http://cpansearch.perl.org/src/MKUTTER/SOAP-Lite-0.714/examples/My/PersistentIterator.pm, with Apache::SOAP , you don't create a transport, that is what Apache::SOAP does for you, unless you want to recreate Apache::SOAP?
