You mention The locale codeset (cp1252) isn't one that perl can decode (see What shortcuts can I use for linking to other information?) yet you've not taken the advice from that thread which helped to resolve the problem, and you've not shown the code you're tring to pack. Use the -x option. If required extract the exe (as you would a zip file) and determine exactly what it has packed, adding the modules specifically with -M.
