Yes, it is the first one. I installed strawberry perl 5.12, changed registry to point at it and this one worked: 
C:\temp>ftype Perl
Perl="C:\strawberry\perl\bin\perl.exe" "%1" %*

C:\temp>script.pl
aabc
C:\temp>script.pl > strawberry.txt

C:\temp>type strawberry.txt
aabc
