I don't think so. The error I get when I run 'dmake' with a makefile written for 'nmake' is significantly different: 
C:\sisyphusion\Win32-GuiTest-1.59>dmake
dmake:  Error: -- `C:\_32\ap1600\libConfig.pm' not found, and can't be
+ made
