Strawberry distribution (I'm running 5.12.3, but have also tested with 5.14).

I haven't tried it, but http://strawberryperl.com/release-notes/5.16.0.1-32bit.html has updated gcc toolchain again, with http://sourceforge.net/projects/perlmingw/
