I can't speak to the web stuff; but as far as the 64-bit OS issue; I haven't found a single 32-bit windows program that doesn't run perfectly on 64-bit windows. Assuming of course, that it runs fine on 32-bit windows.:) It was something I worried about when I first went 64-bit, but it has just never been an issue.
With regard to performance: when I first switched, I ran a few unscientific tests using 32-bit perl under Vista32 and Vista64, and found there was at most 2/3% in it at best for cpu-bound processing. For memory-hungry processes, 64-bit wins hand-down especially once you hit the 2GB mark. The same program obviously consumes more memory on 64-bit due to the 8-byte pointers, but unless you are still fooling around with 2GB or less, it is not a problem.
