A while back I wrote a piece that contained (among other things) some general pointers to using EU::FC. Perhaps there's something helpful in there.
Currently, it seems you're still using the %Config provided by ActivePerl - you need to access the settings in Config_m.pm.
To do that you need to set the PERL5OPT environment variable to -MConfig_m: 
set PERL5OPT=-MConfig_m
