For me this works on Windows XP: 
    
my $chart = Chart::Gnuplot->new(
                                     gnuplot  => $gnuplotpath,
                                     terminal => "gif transparent",
                                     output   => $filename,
    );

If terminal is not specified I also get the Invalid Parameter - 90 error.
