Yeah, that isn't likely to happen from a perl program, maybe if you use embed http://AutoIt.org or do the equivalent using Inline::C or just do it in C ( like https://code.google.com/p/killkeys/)
It much easier to your own Notepad, say using Wx::Scintilla or Win32::GUI or Tk/ gedi or Prima edit
