Need more info on the first failure - it looks like you don't have Test::More. You can get that by doing
PPM install Test::More

Also, Have you tried 

  ppm install DBI

[download]
and if that fails, run: 
perl -MCPAN -e shell

##then 
install Bundle::CPAN
## Followed by
install DBI

[download]
