Sorry, I don't know that webhoster. It's not really a perl question anymore now...
Lucky you it looks like XML::Smart comes with a pure perl XML parser.
You could do either:
- build the modules locally, then transfer them by FTP - that's a bit tedious because you need a bunch of modules.
- ask your webhoster to install the module.
- ask your webhoster to get shell access.
- find some other webhoster that grants shell access.
