Your method is nice and clear. If you are looking for a more golfish solution, try automagical increment:

my $count;
for my $lett ('A'..'H') {
   for my $combo ($lett.'01'..$lett.'12') {
      $masterarray[$count++] = $combo;
   }
}
[download]
