I've used two different text editors for perl on Win32. Their not really IDEs but the syntax highlighting is a god send.
VIM for Win32. (vim is free and highlights perl syntax. but it's kinda hard to learn the command mode if you haven't used it before.)
and
UltraEdit. (not free but works like a standard text editor and has perl syntax highlighting.)
