I think that kiat's conclusion is ill-formed. There are many reasons to downvote, not all of them perl-related, and I don't think that any single person can be said to speak for everybody on the site. Nothing that is said will be universally popular, and the presence of a voting system encourages people to express their views, albeit in a very limited way.
