Why can't one proactive soul start up a page/app somewhere to rate/comment/judge modules. If it is beneficial, then its use should increase and will it become part of the Perl family of websites. If it is not, then it will wither and die.

We have a community based upon module release (CPAN.org), why can't we have a voluntary site based upon module quality?

Perhaps positive peer pressure can be used to improve the situations that the author brings to light.
