Get them at their respective sources. For Perl, check out ActivePerl. Apache is available in binary form from httpd.apache.org. Mysql can be downloaded from www.mysql.com (or the older version). And mod_perl can be found on perl.apache.org.

There's no reason to expect to get all of them from one and the same source.
