That is a term I've learned just recently and it names a whole phenomenon that partially explains the bad reputation of scripting languages. A good page on it is at: Handicap Principle
because use of Java and the extra effort it requires is a filter which removes all but the cleverest and most hardworking programmers

    It certainly removes a lot of the cleverest programmers. In many cases because they don't want to have to work harder than they need to.
