The descriptions come from the modules list. Many times, modules aren't properly listed in the modules list because a) the author didn't send the proper info to modules@perl.org or b) the one responsible for adding the info doesn't. I am guessing that 'b' is the real bottleneck since I have sent info in for a few modules, which never showed up.
