If Redhat decides to only bundle an unstable and unsupported version of mod_perl, than that's primarily their fault, but hardly insurmountable, as Apache should be build by hand for any serious application anyway. You might consider another linux distribution.

As for windows, you appear to have missed the pre-build packages.
