Its all related to ExtUtils::MakeMakers version and/or nmake version.

please browse the rt.cpan.org archive of ExtUtils::MakeMakers. Thanks, I found that discussion here. It seems like this problem should have been fixed in ExtUtils::MakeMaker 6.16, but that was included in Perl 5.6.2 and users are still getting errors with 5.8.4.	[reply]
