The first is get the programmers to actually use their programs for the tasks they are meant for.
The second tactic is to actually design the app from the front end first.

Two excellent points! Although for #2, I wouldn't say "forget about the back end functionality", just don't get too attached to it before you design your UI. You don't want to design something that you can't build ;)
