I have used VS with the trial perl plugin, and I don't know of any free plugins for VS that work for perl, but... I have used Eclipse (www.eclipse.org) previously with EPIC (http://e-p-i-c.sourceforge.net/), the perl plugin.
That performs closely to VS with the AS plugin, but since you're using Eclipse, you've got better support for alternative source code control systems (ie CVS, Subversion, etc) and, IMHO, better keybinding capabilities.
I myself am an avid emacs user, but that's another religious war altogether.
