You probably also have to run perl Makefile.PL after updating your libraries.

I don't know anything about pcap, so I can't really help you with the error. I don't even know what it's supposed to do when it does install. :-)

    I started this install with new libraries and did not have to update anything.
    This must be an isolated issue as no one seems to be familiar
    with it.
