Your (.*) is greedy, so it ends up matching the rest of the line.
if you want to replace them all, try something like:
s/([\d\.-]+)/GOVALUE/g (if I'm reading that correctly).
Of course, if you have decimals you don't want replaced, that will eat them up too :-/
