You're correct. Linking to content that should not be public is frowned upon here.

One minor nit: in most countries all content is automatically copyrighted. The issue is with the distribution licenses. The CD Bookshelf does not allow for public distribution, so IMO the links should be removed.

/me shrugs I'm not the police, and if O'Reilly wants to find online copies of the bookshelf, a quick google search will work well enough (there don't appear to be many, in any case).
