    Is it safe to assume that it's present on EVERY MacOSX 10.3 (is it in the base install)?
    Maybe, but this is definetly something you should ask at install time (check if php is in the path, prompt the user).
    What about availability of php on the Mac OSX 10.2 and below - is it already in base install or at least installed by default?
