More importantly WINDOWS does not support signals so I guess kill is not going to work.

ActiveState's implementation emulates
kill
just as it emulates
fork
. Both of these simply use "pseudo-process ID's" instead of a system's real PID for the process. Everything technically runs in one process. See the link Ovid gave for details.
