I've seen the "Bad protocol 'tcp'" error before. You probably need to reset or reinstall tcp/ip in order to fix it.

I did a quick search at MSDN, and found http://support.microsoft.com/?id=837333.

Then I remembered I'd seen it here before and found bad protocol 'tcp' win32 error because getprotobyname is failing, where tachyon had a similar problem.

    Update: Problem is completely solved. It turns out that the problem required both reinstalling TCP/IP and doing the user-agent thing. Yeesh.
