I don't know how portable it is but FindBin has been bery-bery good too me. You could try: 

use FindBin '$RealBin';
my $listener = Net::TFTPd->new(RootDir => $RealBin,...

Also, be lazy! Accept auto-quoting (before "=>"s) into your life.
