This sounds like something that you could dig out a Huffman encoding of the URLS. I dont have personal experience with Huffman coding, but Chapter 19 of O'Reillys 'Computer Science & Perl Programming' discusses it quite well. That article would have also appeared in The Perl Journal, but i dont know when.
