A smaller package that might be simpler to use for smaller scale sites and simpler templates is HTML::Template which I find works very well in combination with the seemingly unpopular CGI::Application (unpopular because it doesn't seem to be as scalable as some other packages, but for smaller sites, it's decent and simple to use). Why not give them a whorl? Look at princepawn's home node for some other ideas, too. Just don't bother msg'ing 'im with a question- he doesn't come by anymore.
