A Google search for ""ftp://" ppd" revealed that in theory, apache.org should have an FTP site. Just examine the URL for this mirror: http://mir2.ovh.net/ftp.apache.org/dist/perl/win32-bin/ppms/. But my browser can't seem to locate the domain ftp://ftp.apache.org, due to a DNS problem. apache.org has an excellent repository for perl 5.8.x. Maybe you can see that site.

Update: Got one! I found an FTP mirror of Apache's repository: ftp://ftp.physics.auth.gr/pub/mirrors/apache/perl/win32-bin/ppms/. There could be more out there.

And there's an FTP site for DBI: ftp://ftp.esoftmatic.com/outgoing/DBI/ (for various Perl versions; 5.8.4 ought to work for anything more recent). But that would appear to be all.
