Actually frameworks have been created in Perl. Mason, Catalyst and OpenInteract2 are a few that come to mind off of the top of my head.

Also I have to say that I've seen good help come in emergencies from Oracle. And I know people who've received it from other vendors. The trick, though, is that you need to have paid good money up front to get good support later. And you need to have good technical people on the line to the support who are able to convince the first couple of layers to get someone useful on the line.
