Another one liner:

perl -lape 's/\S+\s+//&&s/(\d+)/$1>1000?0:$1/ge' filename
[download]

Update: ok this (even shorter) does not remove the timestamp:

perl -pe 's/(?<=\s)(\d+)/$1>1000?0:$1/ge' filename
[download]
