A Vandal is defined for purposes of this discussion as Someone who creates a large number of user names for no particular reason.
So if someone creates a lot of user names with the intent to bring this site down he is no Vandal?

    I think it's reasonable to assume that's not what he meant. Presumably, the 'for no particular reason' was intended to mean that the definition (rather than the actor) does not attach any particular reason to the action. Granted, it wasn't terribly clear.
