You have a number of options, Google Groups as John suggested or perhaps starting a project on sourceforge which will host project mailling lists for you, Some ISPs offer the facility to host a mailling list, or you can host it yourself on an inexpensive virtual server or co-lo machine (or persuade a friend with such a facility to do it for you). People do all of these things and more.
