that was easy (at least in my case) - I went to http://www.perl.org, clicked "mailing lists" there, and clicked on a link to create a list, and it was created quite quickly.

Well, not exactly *that* easy - a link was broken, I wrote a letter to point this out, and mailing list for CPAN module that I maintain (Tcl::Tk) was created very quickly with a kind help of Ask Bjoern

Just try it, people there are very helpful!

      Hi,

      Under "The Perl Community section", a link called "mail lists". Click on this and on the page that comes up click "Submit New List" on the left.
      Hope this helps.

        Either I'm being exceedingly dense or we are not understanding each other (...mmmm... probably both...). I am looking for a place to start a mailing list, not to join one, or to notify the perl community at large of the existence of one. It looks like the page you're suggesting will let me announce the existence of a list, not create a new one. I think.
      ... after all, I wrote to several e-mails from that page and Ask Bjorn replied himself, yet he noticed that I wrongfully specified some of mail addresses :):)
