You've missed the point. A city being 'frozen over' would be just as distressing to its inhabitants as if were flooded.

Yeah, I did notice that. The poll is a poor one in many ways, but has been replaced by a new one (thanks davido) now so I'd rather move on and leave this unfortunate incident behind.	[reply]
