I can't find any hard and fast guidelines on this. The CPAN FAQ suggests perldoc perlmodlib, but that only deals with the what, rather than the why.

I would have guessed that it would have been p5p, but I couldn't find anything in the mailing list archives (or here with different search interface or the patch pumpkin notes.
